Buller REAP administer the Ministry of Social Development Youth Services including the Youth and Young Parent Payment schemes.
NEET is our service for young people, aged 16 or 17, who aren’t in employment, education or training. We can support you to stay in school. Or if you’ve left, to explore education and job pathways.
Youth Payment:
If you’re 16 or 17 and you can’t live at home, and your parents can’t support you financially, you may be able to get a youth payment towards your living costs.
Young Parent Payment:
If you’re aged 16 – 19 and you have tamariki in your care, you might be able to get a Young Parent Payment towards your living costs, so you can get back into school, training or work-based learning.

Rising Rangatahi is a youth inclusion project located in Kawatiri, NZ.
Our aim is to help provide a whānau ora approach with our rangatahi to provide them all the foundations and services to promote a positive life. The project includes:
- Anyone Can Read Literacy Programme
- Wānanga
- Whānau support
- Whenua Iti Outdoor Recreation
- Explore Training for Professionals
- After School Rangatahi Programme
- Rising Rangatahi Van for youth based activities
- Youth Justice Support
- Youth Service Networking Meeting

The Youth Employability Programme (YEP) helps 14 – 24 year-olds to gain the insight, confidence and skills to get work, keep work and create careers.
Everyone has different needs and skills to be developed. That is why YEP can be customised for each young person.
YEP builds on the seven key employability skills that employers say they want:
- Positive attitude
- Willingness to learn
- Communication
- Thinking skills
- Teamwork
- Resilience
- Self-management
The programme can include:
- Skill-building workshops
- Community service
- Work experience with local businesses
- Skills based assessment
